MONDAY, APRIL 10, 2000 GREEN BAY PRESS-GAZETTE Rule change has state Buchanan supporters miffed MILWAUKEE Presidential hopeful Pat Buchanan cut short a visit to Wisconsin after about half of the people at the Reform Party's state convention left in protest of party voting restrictions. Buchanan, who is seeking the party's nomination, was scheduled to address the state convention Saturday, but instead gave a short, informal talk in the lobby of the Radisson Hotel-Airport before heading back to Washington, participants in the convention THE ASSOCIATED PRESS said. The conflict at the convention centered on a rule set by the state all Reform Party parliamentarian dates that restricted voting rights at the Balma meeting to people who had been "We're members of the party for at least six months. The rule was issued after said the state party heard that tral Buchanan supporters may try to show up en masse at the conven- dential tion and steer it in Buchanan's tion, favor, said John Balma, a Mani- been towoc nuclear power plant opera- for tor who is the state party's treas- nize urer. the said he has Wisconsin treasurer three years and didn't recogmany of the faces he saw at convention Saturday.

The Rev. Tim O'Brien had been the consensus choice of a bipartisan selection committee as the replacement for James Ford, a Lutheran who was retiring after 21 years as chaplain. But the House leadership eventually decided instead on another Protestant. After being accused of antiCatholic bias, House Speaker Dennis Hastert, named as chaplain the Rev.

Daniel Coughlin of Chicago, the first Catholic ever to hold the post. O'Brien said he does not believe Hastert is anti-Catholic, but believes there are greater layers of cultural bias at play. O'Brien says Hastert's about-face was rooted in political expediency. "Republicans very definitely know that the Catholic vote is the swing vote in national elections. There are 30 million Catholics, and in the letters I have gotten from around the country, and the phone calls, this hits deeply for many, many Catholics, especially older Catholics who have known anti-Catholicism in their own lives," O'Brien told the Milwaukee Journal Sentinel, his first remarks since Coughlin's nomination.

"Maybe I'm too much of a rationalist," said O'Brien, a political science professor. "But I think I understand politics pretty well." O'Brien said the controversy over the nomination had become linked in many Catholics' minds to presidential candidate George W. Bush's visit to Bob Jones University, whose leaders had labeled Catholicism a cult. O'Brien said he was encouraged to seek the chaplain position by U.S. Rep.

Jay Martin officiating. Election 2000 Eric Pulley, a Milwaukee nurse who was elected head of the rival group, said many people at the convention grew angry when they found out they could not vote. "I was just shocked," Pulley said. "In every other party, you can raise your hand and say you're a Republican or a Democrat and you can vote." Pulley said his group would contact the national Reform Party this week to seek recognition as Wisconsin's branch of the party, a process Balma said would be impossible. Pulley, who said that Saturday was his first day actively involved in politics, said that while many of the members of his group were Buchanan supporters, they were united not by ideology but by frustration with the Reform Party's old guard.
